Coastal Restoration Permitting

Location: Patrick AFB, FL

Client: US Air Force

EMR provided environmental permitting and related services to Patrick AFB, 45th Space Wing to support beach restoration projects along 16.5 miles of publicly accessible beach. The project involved obtaining permits from USACE and Florida Department of Environmental Protection (FDEP), and negotiating a lease renewal for offshore borrow with the Minerals Management Service (MMS). The permitting process required detailed interagency coordination with USACE, FDEP, Florida Division of Historic Resources (DHR), US Fish & Wildlife Service (FWS), National Marine Fisheries Service (NMFS), MMS, and others. In addition, EMR worked with the client to document compliance with Section 7 of the Endangered Species Act, National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Clean Air Act (CAA), Clean Water Act (CWA), National Pollutant Discharge Elimination System (NPDES), and other Federal requirements.


EMR conducted field reconnaissance, historic photo documentation, developed GIS layers, evaluated impacts to three listed threatened and endangered species (right whale, sea turtle, Southeastern beach mouse), developed mitigation strategies for endangered species take and near-shore hard rock biological monitoring, conducted a detailed survey of current beach geometry, developed biological and physical monitoring plans, conducted jurisdictional wetland delineation for waters of the US within affected borrow areas, and developed beach restoration plans and beach fill templates in support of permitting.
